二、建設內容

監測一張網
面向(xiang)農田、作物、設施等(deng)高標準農田全要素(su),綜合運用衛(wei)星(xing)遙感、無(wu)人機、地面智(zhi)能裝備等(deng)新興(xing)技(ji)術,構(gou)建(jian)“天空地”一體化(hua)、智(zhi)能化(hua)的全鏈條監(jian)測(ce)體系,實(shi)現(xian)建(jian)設進度分析、非農化(hua)、非糧化(hua)、設施破壞等(deng)行(xing)為智(zhi)能識別(bie)和實(shi)時預警,推動監(jian)管(guan)模式(shi)從(cong)(cong)靜態向(xiang)動態、監(jian)測(ce)手(shou)段從(cong)(cong)人工向(xiang)智(zhi)能的轉變(bian)。

基(ji)于GIS地圖,集成農(nong)(nong)(nong)田建(jian)設(she)(she)規劃(hua)、“兩區” 劃(hua)定、耕地質(zhi)量等級、永(yong)久基(ji)本(ben)農(nong)(nong)(nong)田、土壤普(pu)查等數(shu)據資源(yuan),精準(zhun)(zhun)掌握區域內高標準(zhun)(zhun)農(nong)(nong)(nong)田數(shu)量、質(zhi)量、空間(jian)分布和(he)種植(zhi)屬性,實(shi)時(shi)掌握高標準(zhun)(zhun)農(nong)(nong)(nong)田項目規劃(hua)設(she)(she)計(ji)情況、建(jian)設(she)(she)任務完成情況、作業隊伍基(ji)本(ben)信(xin)息(xi),推動高標準(zhun)(zhun)農(nong)(nong)(nong)田全(quan)流程(cheng)、動態化管理、智能化選址,實(shi)現高標準(zhun)(zhun)農(nong)(nong)(nong)田"以圖管地”和(he)“以圖決策”,摸清建(jian)設(she)(she)底數(shu)。

構建(jian)“一田(tian)一碼(ma)(ma)”,對(dui)農田(tian)地塊進行賦(fu)碼(ma)(ma),以“農田(tian)碼(ma)(ma)”貫穿規劃(hua)選址(zhi)、竣(jun)工(gong)驗收(shou)、項目管(guan)護、農田(tian)種植(zhi)等全(quan)過程(cheng)數據,構建(jian)“碼(ma)(ma)上(shang)監管(guan)”"碼(ma)(ma)上(shang)服務”等業務場景(jing),實現全(quan)周期串聯,清晰掌提(ti)高標準農田(tian)建(jian)設(she)全(quan)空間、全(quan)要素(su)、全(quan)過程(cheng)信(xin)息,做到“事(shi)前事(shi)中可預警”“全(quan)程(cheng)信(xin)息可追溯(su)”。
農田耕地質量監測管理
在土(tu)(tu)地平(ping)整(zheng)、農田(tian)整(zheng)治(zhi)的(de)(de)(de)基礎(chu)上,利用耕地質(zhi)(zhi)量(liang)監(jian)測智能(neng)化裝備與(yu)(yu)土(tu)(tu)壤傳感器體系采(cai)集土(tu)(tu)壤理(li)化相關指標、土(tu)(tu)壤含水量(liang)、區(qu)域(yu)農業(ye)氣象等(deng)數(shu)據,實現田(tian)間地情(qing)、肥情(qing)、環情(qing)、墑情(qing)的(de)(de)(de)監(jian)測分(fen)析(xi)。聯(lian)動(dong)應用區(qu)域(yu)土(tu)(tu)壤質(zhi)(zhi)量(liang)跟蹤管理(li)平(ping)臺,為耕地監(jian)管單(dan)位建立數(shu)字化管理(li)體系,實現高標農田(tian)耕地質(zhi)(zhi)量(liang)的(de)(de)(de)長效化、動(dong)態(tai)化、智能(neng)化監(jian)測與(yu)(yu)管理(li)。

水(shui)(shui)是農業生產(chan)的(de)生命線,通過應用物聯網(wang)水(shui)(shui)質監(jian)測(ce)(ce)系統、配(pei)備溝渠(qu)水(shui)(shui)位(wei)監(jian)測(ce)(ce)系統,實時監(jian)測(ce)(ce)水(shui)(shui)質PH值、溶解氧、氨氮(dan)等(deng)關鍵指(zhi)標(biao),監(jian)測(ce)(ce)水(shui)(shui)渠(qu)水(shui)(shui)位(wei)變化(hua),聯動物聯網(wang)平(ping)臺及時發布水(shui)(shui)質污染超(chao)標(biao)、水(shui)(shui)渠(qu)淤堵等(deng)預警信息,減少因水(shui)(shui)資源污染和洪(hong)澇災害(hai)對高(gao)標(biao)準農田造成(cheng)的(de)經濟損失(shi)。
